Oshkosh Defense Announces Leadership Transition

OSHKOSH, WI — Oshkosh Defense announced today that Pat Williams, Chief Programs Officer, will retire at the end in February after more than 21 years with Oshkosh Corporation. Jeff Heggemeier, currently Vice President and General Manager for Oshkosh Delivery, will assume the VP/GM Oshkosh Defense role.

Williams has led the defense business since 2022 and previously served as Vice President and General Manager of Army and Marine Corps programs. He joined Oshkosh in 2005 and has held leadership roles of increasing responsibility across program management, aftermarket, and sustainment operations. His assignments include managing the Theater Provided Equipment Refurbishment (TPER) program in Kuwait during combat operation in Iraq and leading the MRAP All-Terrain Vehicle (MATV) Program that delivered life-saving capabilities in Afghanistan.

Heggemeier brings extensive defense sector and technical experience to the role. He retired from Air Force civilian service after a career developing and fielding directed energy technology and systems, earning the Air Force Outstanding Civilian Career Service Award. He is an Afghanistan combat veteran — in 2012, he led the deployment of counter-IED technology integrated onto an Oshkosh LVSR in Helmand Province. He currently serves as Deputy Assistant Adjutant General – Air for the New Mexico Air National Guard with the rank of Colonel.

At Oshkosh, Heggemeier has served as Vice President of Engineering for the Transport Segment and, most recently, Vice President and General Manager for Oshkosh Delivery. He holds a bachelor’s degree in physics from the University of St. Thomas and a Master of Engineering and Doctorate in Electrical Engineering from the University of Minnesota.

“Jeff has a unique combination of technical expertise, operational experience, and firsthand understanding of what our platforms mean to the Warfighter,” said Nordlund. “He’s the right leader to continue building on the strong foundation Pat has established.”

Matt Schreiner, currently Vice President of Global Operations, Engineering, and Supply Chain for the Oshkosh Transport Segment, will assume Heggemeier’s role as Vice President and General Manager of Oshkosh Delivery.
